Comments:
I am currently in the ST Demo and have been for approximately 3 years. The Demo has good points as well as bad. The one commonly facing all of our personnel is management's ability to hire from outside the government at salaries far exceeding what an internal selection can receive. If an internal applicant is selected, CPO sets the salary using a 6 % cap. If an external applicant is selected, management can choose a salary anywhere within the pay band. It gives a perception that external applicants have more to offer. It is having a huge impact on morale within our command. I am concerned that NSPS will open the door to similiar type actions.
