I think pay for performance is a great idea. I think you need to take it to a new level though. You should pay a specifed amount for each task. If a task is harder, pay more. If someone can do two tasks satisfactorily, pay them for both tasks. If they can do 3 tasks satisfactorily, pay them for 3 tasks. If they don't do a task satisfactorily, pay them for what they did do (maybe down to a specified percentage). Don't give someone more than they can handle. This is more than enough incentive to do the tasks assigned plus incentive to go the extra mile. Teams could be formed to do a task and the money divided. Contractors already do this.
