The National Security Labor Relations Board, which is to resolve labor disputes is to be staffed by appointees of the DoD. The only requirement is that one member must be appointed “in consultation with OPM”. Please note that agreement is not required, merely consultation with OPM. This is like having the fox guard the henhouse! How can appointees chosen by the DoD be expected to be fair and impartial, without conflict of interest, in disputes involving the DoD? If there is to be at least an appearance of impartiality, the board should be staffed by appointees from another organization (such as OPM, Dept. of Labor, Dept. of Justice, et.al). (NEW TOPIC) It would appear that the NSPS is being set up in such a way that potential future decrements in funding for salaries can be implemented in such a way that will shift the perceived responsibility for same to a much lower level. If budget cuts are implemented by our Federal politicians, the Federal employee who gets his/her pay cut will tend to blame the supervisor, not the politician who voted for the cuts. This would mean that the politicians will have no fear in reducing the amount of money in the budget for Federal salaries. Just remember, there is a tendency to take the path of least resistance
