I hear a lot about the reasons for NSPS, and giving management more flexablitiy is one them. Well management has alway had the flexablity. If you get poor proformance from an employee its seems to me you need to look at the manager who is accepting this poor preformance. I have seen managers over look bad performance and even reward these same personnel with promotions and awards. I have nealy 50 years of Gov. service and have seen many managers do just that. Its not what you know but who you know. Pay banding now will just give the manager another tool to reward the employee's who are yes men. Sure the GS system could use an upgrade but at least all employee's could enjoy a raise. Managers always had the step increases/time off awards/ and many others to reward the best workers. As I see it your taking away employee and union rights as well.
