I feel that this proposal is unfair to those who have been in the system for more than 15-20 years. It allows supervisors to have too much subjective control over and employee's career with no real oversite. Friends of the boss will benefit most from a system of this sort. Having no assured step increases will likely give way to gagets/equipment purchases over personnel rewards. This system will not develope esprit or loyality among worker at any level. Personnel will be more interested in pleasing the boss than doing the right and honest thing. Whistle blowers will cease to exist for fear of reprisal even inspite of assurances that the "Whistle Blower" program will be untouched. There will no longer be a free exchange of cost effective or labor saving ideas unless the boss is in agreement. Who will watch the supervisors and who are they accountable too for decisions regarding equal pay for equal work? There are too many unanswered questions in this proposal for it to go forward at this time. Work out the entire program and then staff it with everyone, don't rush it. There is no hurry to fix something that is questionably broke. What has any one in this system done to hurt national security, what will be fixed that is currently hurting our national security? The system in place is fine, maybe it needs to be fine tuned or moderately upgraded, but not tossed out completely. dkh
