I sincerely hope that Congress will take a long and hard look at this document. If one third of what the AFGE said is true, it seems the intent of DOD is to rape its civilian work force - to accomplish through this what it could not do the A-76 actions. And to kill any hope that the Federal Employees Pay Comparability Act of 1990 (Section 529 of PL 101-509) will ever be fully implemented. Perhaps DOD would also like to issue us uniforms, provide meals, and housing ?? At least until they can find some excuse to terminate our employment and hire cheaper labor. A Retired Reservist with 25 years of military service and a Government Employee for over 20 years, not yet ready to retire, I am appalled that DOD would attempt to strip its civilian of the rights to fair pay and seniority recognition, threaten our retirement, and restrict recourse for injustices in this system, while having no checks and balances on Management. (Military personnel have these rights, why not the civilian workforce?) Additionally to hear it is the intent to declare ALL government employees deployable assets, with right to terminate for cause anyone refusing or unable to deploy (for whatever reason) given 7 days notice is appalling even to a Veteran. Again, if even half of what AFGE has hinted at is true, this action is the greatest injustice to a work force that has supported the DOD, America, and the US Government, both Stateside and Overseas thru 2 World Wars and countless "police actions", Vietnam, and the on-going War on Terrorism. Many of us have served this country in uniform and continue to do so now as a member of the DOD civilian workforce. Reform the existing system, bring on Pay Banding, but don't go this route. While this proposal may not directly affect you today, this action will definately impact on you, your family, your friends and this great Nation, within the next 4 years - as it spreads across all government agencies. And the harm it does may be irreparable, at the very least extremely costly to overcome. Military members - - your rights may be next on the chopping block ! ! Penelope A.
