Having worked in the private sector under pay-for-performance criteria I can say without hesitation that implementing the National Security Personnel System DoD wide is a giant step backwards for us all. It not only places an inordinate amount of responsibility on supervisors, it does without a doubt increase tension between co-workers who, in essense, compete against one another for the best raise. It does not bring out the best in people - it sets them against each other. Having worked the past several years as a civil servant, I finally felt free of that mentality and stress in the workplace. Now the Federal Government wants to emulate the private sector and how does it choose to do so? Of all the varied and excellent initiatives available, it chooses the worst and least effective one of all. If this issue has truly not been settled on and input is indeed desired and encouraged, then I say - please, do not do this.
