I have reviewed the proposed regulations and find them to be very comprehensive, well-written, and refreshing. I have been a Government employee for 18+ years feel these changes are long overdue. I believe it will offer employees incentives to perform while allowing management the flexibility they need to meet the mission. I particularly like the idea of pay banding and being awarded for performance. I am also a supervisor and look forward to having more flexibility to reward my employees for high performance as well as being able to relieve poor performaners of their duties. I especially like the national bargaining ideas as I feel that their is a lot of time wasted across the Government on perceived injustesses. Kudos to those who wrote these regulations and I support them wholeheartedly!
