Comments:
Rather than write at lot of legalese opinion which I'm sure you've gotten a lot of, I would like to say that the GS system was implemented to ensure fair treatment of workers, to prevent abuses done to workers by management. If the US government will strip employee protections from its own workers by instituting the NSPS system, I dread the ramifications that will spread to the private sector which has, for the most part, acted against the interests of it's workers. For the sake of my fellow DOD and private sector workers the GS system, while not perfect, should not be replaced by the NSPS system.
