I believe it is important to make sure it is clear in the Final Rule that management not be given a forced rating distribution. By this I mean that the Rule should clearly state that a manager can't be told you can only give a specific number of each rating (e.g. Outstanding). I think that if it was made clear to employees that they should just strive to do the best they can do and they will be recognized accordingly, a great deal of concern will fade away. Otherwise, a manager, forced to give only a set number of high ratings, will be forced to give some employees a lower performance pay rate than they deserve. Please make this point crystal clear in the Final Rule. Also, the Rule should indicate that managers will be rated on how they exercise their authority in assessing performance. Thank you.
