Page 7583, Section 9901.332. Local Market Supplement. The wording states that DoD may provide different local market supplements for different career groups or for different occupations and/or pay career groups in the same local market area. If a local market supplement is somewhat taking the place of the locality pay, it doesn't seem reasonable that the supplement can differ for career groups or occupations. Seems that rate should be set across the board. If I am not understanding this correctly, I think the guidance needs clarification because it appears to be confusing. Page 7584, Section 9901.372: States that DoD will create initial pay ranges. Since that has not been done to date, that is a very big area of concern to employees. Seems that level of detail should have been made available with the opportunity comment. The Federal Register info is still very general in nature. Yes, it explains the intent of the NSPS and how it came into being and how it is anticipated to work. However, the main concerns of employees like what the pay band rates will be and what band they will fall in are not yet provided and will have the largest impact/concern.
