Sirs, Implementing this new proposal will only enhance the provervbial "good-old-boy-system" that so many of us abhor. Using this "National Security" moniker is very distasteful...utilizing fear tactics to get ones way is nasty. This new system will REALLY help bullies. Protection for the person in a subordinate role seems to be out the window if this system is implemented as is. Power in the hands of some supervisors can distort common courtesy and human compassion. Tread softly. Live simply. Give more. Expect less...
