Suggest all agreements with all unions be terminated. I think the department of Home Land Security did not allow any agreement with the unions. If this is true, this new NSPS should also have no agreements with the unions. This would save the government $millons due to non productive time by management and workers resolving union issues. At the same time implement procedures that holds management and supervisors accountable / liable for their actions.
