I am dedicated, loyal Civil Service who has been employed by the Government in excess of 30 years and who has received outstanding performance ratings. I am grateful for my employment and understand that without the military and the freedoms given to us I would not enjoy subject employment. While I understand the need to update and to change certain provisions of an outdated system I totally disagree with the way NSPS is being "pushed" to the people. A new program based on a recently-implemented program that has not been tested appears without merit. Correct the deficiencies rather than implement a program without merit that drastically changes an entire program especially one that has no guidelines or implementation instructions. It is doubtful that the majority of people impacted by this program has access to the Federal Register, to computers or to this info. I further doubt that the majority of people are aware of its contents and I am unaware of any discussions, town meetings or similar gatherings to discuss this proposal within Kentucky. In addition, this document is difficult to read thus not easily comprehended. If the small percentage of individuals who do have access to this info attempt to read this document, they will easily be confused. This can be compared to someone desiring to build a house (seeking employment) and is told that they will be forced to accept whatever house plan (NSPS) is developed and to "pay" the costs whatever the amount without negotiation and without regard to the individual. This document provides no parameters but simply provides definitiions and provides no implementation guidance. Everything appears to be "as directed by the Secretary" (in other words, take it or leave it). There is no outline for pay banding and no mechanism for one to determine how banding will be determined and how it will impact the individual though we are assured that our pay will not be impacted for a few years. There is no defining performance matrix and Civil Service has struggled with a performance system for at least 30 years. I see no balance between reward and risk - no way to objectively measure. I see an environment based on FEAR - individuals will be held hostage to fear. Fear to disagree with the manager thus being bullied into silence. Fear to possess an "attitude" or other subjective behavior pattern.
