NSPS has obviously not been briefed to the majority of employees impacted by this drastic change. There appears to be a sense of apathy. A dedicated employee will soon reprisal or possible deployment. Deployment that is not addressed in the Code of Federal Regulations. A program not defined. A program without implementation instructions. A program without parameters. A program that has not been tested. A program simply of definitions and hints of "good" but with no basis. A program based on expectations and no objective goals. Army recruiting is failing to meet its mission and reports indicate a surge of retirements in the Government. If potential deployments, an undefined pay banding system and a subjective, proposed performance system is definitely NOT going to attract and to retain individuals. Most individuals are not mobile thus the deployment potential similar to the military would not be welcomed. Civil Service has provided a stable wokforce and those individuals interested in mobility (deployment) are afforded this opportunity under the current system. A part of the failure of meeting the Army mission is that individuals do not want to deployed to certain areas. The new program is being forced on a group of people. The system appears to be one based on bias, subjectiveness and FEAR. Fear to express a position, fear of reprisal, fear of being rejected from the group and fear of simply behaving in a normal manner but one contrary to the manager. Fear that one will become a slave to the manager in order to protect one's position and pay. Again, the CFR merely defines certain key words but provides no guidance, no parameters, no implementation instructions and no performance matrix. Performance parameters are mentioned in the intro portion of the Federal Register but is not mentioned in the CFR. This document is difficult to read and to understand. This information is not accessible to everyone and only hints at certain things leaving the majority "as directed by the secretary".
