I apologize, but after 25+ years of government service, and haing been in the position of trying to fire a person, that senior officials are trying to change the system without doing all that they can do to work within the system. I am not saying that the system is perfect. But you CAN fire people if you really have the gumption to do so. AND move them, etc. What was BRAC for? How did the Engineer School get moved to Fort Leonard Wood? I have seen incompetent people left in positions because managers would "take them on". But I also saw two supervisors leave during the same 60 day early out window. So it can be done. And the fact that I get a notice ten days before comments are due, after having been published for 21 days, does not instill confidence in the proposed regulations, or the people wanting to do the right thing.
