The proposed National Security Personnel System (NSPS) regulations issued by the Department of Defense (the Department) and the Office of Personnel Management (OPM) are deeply disturbing to me as a Department employee. The civil service system was created to correct the problems of cronyism and the buddy system. The NSPS system will bring that back. It is unfortunate that whomever thought of this system had short forsight, since I don't believe it will achieve the goals it is intended to. One unintended consequence of the new system is that probably about 30% more people will need to be hired. Since, with the way promotions and pay will be arranged under the new system with the it going to your buddies, about 30% more people will be needed to do the work. On top of the people needed to replace about the 50% that are eligible to retire now and probably will rather than change to the new system.
