I have been served for the DOD since 1989 as a foreign national and converted my status from foreign national to US employee because of my marriage. I worked for Non Appropriate Fund pay band system which is using this pay band system, my supervisor made a decision for his employees. The problem was, in general, new employee has more pay then old employee because the salary and all benefit are negotiable plus some kinds of favoritism, too. After, I moved to new pay band system as a GS employee, it was very confident with my pay because even the supervisors do not like me as an individual; he can not change the pay. Of course, his favorite people have more benefits like more training, more tuition assistance and more case awards. If people who are working area agreed with it, it is all right, but almost they do not agree with it. The supervisor is not the king of the kingdom, they do supervise, advise, manage and control the employees not the rule the employees. Supervisors are the human beings, they are not the Saints means we, all have our own measuring system, sometimes it called "bias". There is no secret in the world, everybody know about the other employee's paycheck, it makes people humiliate or do not feel like working just working as a minimum pay. When I was NAF employee, I knew my new employee got more pay than mine, I felt humiliate my working which was useless person. I work so hard the other my co-worker agree with it and I get performance appraisal of outstanding with my first line supervisor but not the second supervisor who is controlled. The first line supervisor knows the employee rather than 2nd supervisor. But how about the 2nd supervisor has all power to control the employees?? The point is I am not an "Apple-Polisher". That's the disaster and chaos. I am going to work 20 years more but I feel so sorry for this new pay band system. I am Asian woman, age is over 40 and a single parents.
