Reference Federal Register, Pay and Pay Administration Subpart C, Initial Conversion. There is no discussion regarding the conversion of individuals currently in the AcqDemo program which are currently employed in pay bands. Some individuals may be adversely impacted during conversion. For example, an NH-IV (GS-14/15) that has a salary equal to a GS-14 converted to a pay band under NSPS with a lower band limit (GS-13/14) as currently discussed under NSPS now has their non-competitive pay potential significantly decreased. The employee competed for a position with a salary potential to the GS-15 level and under this scenario their salary potential was unilaterally reduced. Does not sound equitable. If the bands are not consistent with current pay banding systems this situation will be repeated for many folks.
