My question concerns language proficiency pay for civilian instructors at Military run schools. I am a GS-09 Aviation Instructor at Ft Eustis Virginia. Under the terms of my employment I'm required to be fluent in Spanish to train Latin American Students in Aviation Logistics Training in the Spanish language. We who are assigned to teach in Spanish have additional duties that other instructors at this school are not required to perform. Such as: Translating course ware from english to spanish. Yet we are paid the same as other instructors who are not required to, or have a language skill. Will this unfair practice continue or change under NSPS? Is a language skill required for employment qualify as an additional "Special Pay"?
