In general I agree with what is being proposed in NSPS. I have no problem with the security, mobility and flexibility requirements. If this system can guarantee a fair and credible selection process that reward individuals who have the formal and professional education and successful experience I am all for it. The current system has a lot of problems with "good old boy" and other unfair selection processes. This system must also address putting restrictions on senior grade military officers retiring and taking the senior level jobs that reduces the chance for advancement for career DACs. Pay banding can be a good thing if management is totally fair and impartial. As we know this is not the case and their will will be problems with subjective decisions based on personality and and other factors. There must be rules that guarantee absolute fairness. I think all of us are concerned and want to work hard to ensure our country is safe and secure. What we need is to have a fair and equitable system, whether it is NSPS or the current system under which we work.
