RIN- 3206 AK76 Subpart A- General Provisions 9901.101--- I believe this will dramatically reduce employee protections, force people to move, deploy, interfere with Reserve responsibilities, eliminate annual pay increases and base my performance eval solely on my next level supervisor. I am a GS-11 employee at step 9. I have been civilian of the Q 3 times for squadron and group in 5 years and Civilian of the Year for Med Group 1year . I have received personal and team awards on a state level 3 times. I have received a step promotion and have been greatly rewarded. I am also a Reservist and have received the coveted Air Force wide BSC Officer of the Year. I believe the current system is fair and just and deserving individuals are awarded. Even though I continue to hear how civilians are lazy, over paid, and do not earn their pay. Your new system allows supervisors/managers to greatly reduce compensation to employees paying "market value" for their work and not considering all that goes in to a Federal position, understanding military culture, customs and needs. The real reason for pay banding is to slash saaries and pay. I believe this new system is heinious and tries to hide draconion measures, Hitler tactics, to allow a few appointed officials to destroy a fair and just system that is currently in place. When Rumsveld went to Congress and warned he couldn't continue to fight the war with the current civilian pay system red flags immediately went up. Rather than streamlining and improving civilian pay, we will find over time our rights widdled away, less union protection, less pay, fewer opportunities to advance, more nepatism, unfair labor practices, and a system far worse than what we have now.
