In the final implementation of NSPS there needs to be fairness mechanisms pertaining to Pay for Performance and Hiring. Too many times I have seen supervisors give buddies awards and QSI to the detriment of better performing individuals. Possibly some form of peer review can be put into the appraisal process. The same goes for hiring. In my 25 year Federal career I can't count the number of times that selecting officials have hired buddies over other better qualified candidates. Maybe resumes should go to the selecting board without names to make it harder for selecting officials to know which application is from their buddy. Another idea would be to have the selection be done on a points system with several individuals be part of the selection board with each individual of the board having equal weight in the selection. Whichever qualified candidate gets the most total points gets the job.
