NSPS in know way will help DOD, in the regulation you talk about NSPS helping DOD become more flexible in every area from hiring to firing, from promotion to demotion. As a 22 year old college student myself I can tell you that after read what is being proposed in know way shape or form am I every considering having a civil service job with DOD. I agree that for the 21st century that there should be a new system that captures the demands of today and not of yesterday, but I don't think you should build a system where supervisor and managers are always right. I would not give the supervisor and managers that much power because all your doing is setting your self up for corruption, in know way should a supervisor be able to harass you and your an outstanding performer and they give you a marginal performance rating. What is fair about that? From what I hear recruiting numbers are down in the military and I can tell just from reading this that if this system is implemented just as it is not only are the number of people hire into DOD going to be nil to none, but people taking buy-out or quitting is going to become a very prevalent thing. I urge DOD before it is to late read over this regulation and make sure you are doing more good than harm, and I know that the only reason the regulation was written so that supervisor and managers had control without limits is because the people that wrote is are high ranking federal managers them selves and they have had employee in the past that performed great but for one reason or another they just didn't like them and wished they could have fired them. That is the whole premise behind why the system was designed the way it was, and trust me if real employee GS-03 through GS-08 would have been able to design this system or even attend the town hall meeting thing would have been much different but you probably prescreen the employee that could attend the town halls, and didn't really care what employee though about the system cause it was for the but for the supervisor and manager. If I was going to change one thing about the system you have design I would take out all of the new found power that managers and supervisor have or I would make sure that if employee were give bad performance appraisals that the supervisor and manager were give the same rating because there a team and what one team member get the other should get.
