The current system of federal employment is flawed by the lack of will power of supervisors to terminate poor performers because of the good ole' boy system. From the outside the same supervisors will be able to reward poor performers at the expense of the ones doing the work. this new personnel system is just a push by the Secretary of Defense to make civil service in the DOD like a job in a major corporation. Work here today and we need you work there tomorrow. If you want your job move or lose it. No good for quality, the military which we serve or or the people who serve.
