The main theme throughout the NSPS is that the supervisor will be the person who controls what projects you get to work on and the salary you receive. They can make or break you. Currently most employees will assist their coworkers and show them things if they're having trouble. Under this proposed new system anyone who wants to get ahead should not help their coworker or show them anything. The reason being, if your coworker is as good as you then why should you earn more even if you are the better and harder worker. When I started my government career in 1968 it was explained to me that civil service is designed like it is to avoid the "spoil system" that they had in the past. Sorry to say but I predict that after 5 years of this concept employee moral will be very low and the "spoil system" will be running at full speed. All this chaos won't bother me because I'll be retired by then. It will be a dog eat dog environment with its fair share of back stabbing. The only winners will be the brown nosers which I expect there will be a lot of. If this is what you want I hope you enjoy it!!!
