My concern lies in the smell of the good old boy system at work here. I have worked for the federal government 19 years and know that the current system in place has taken years to develop and tune. Now, on a whim, a new system is stood up while not really researching the negative effects to the workforce at large. Is anyone even going to read these comments and what percentage are actually positive in nature? In this new system, what happens if your supervisor doesn't like you even though you may do a stellar job? What's to stop that supervisor from denying that much deserved raise? If he/she likes you, then you're good-to-go. If not, then you may as well begin looking for that next job. Why have the policy makers totally ignored this dangerous possibility???
