When did civil service employees become a threat to national security? Proposed pay system is subject to favoritism, personalities and cronyism. The proposed NSPS regulations are not consistent with the intent of the law that was enacted by Congress. Civilian employees did not join the military and should not be deployed. Removing seniority from the equation will result in the loss of decades of experience.
