I was under the Demo Plan (DP) at Pt Mugu for 6 years. The NSPS is modeled after the DP. I was a junior engineer with good performance ratings and loved the plan. My pay increases were much greater, relatively speaking, than they would have been under the GS system. Under the plan, there is a limited pool of funds available per section for pay increases. Because my boss wanted to reward the junior staff, the senior engineers who were mentoring me, and undeniably with more responsibility and working just as hard if not harder than me, took it on the chin. My good friend and mentor, and senior project engineer told me that he had received no pay increase in a year in which I moved up 4 steps. From my read, it looks like NSPS will have the same issues. Is that really the best system we can come up with?
