REGULATIONS--RIN 3206-AK76/0790-AH82 I believe the NSPS regulations will do nothing to improve the civil service system. In fact, I believe it will undermine the professionalism of what currently is a quality work force. Please consider all of the comments you receive and take the appropriate steps to keep the existing system and make improvements on it, don't start over. SUBPART C PAY, SECTIONS 9001.301 TO 9901.373 ALL GS employees of equal levels in Federal Service should receive the same compensation for their work. The current system works fine and has taken years to develope. SUBPART D PERFORMANCE MANAGEMENT 9901.401 TO 9901.409 To ensure fairness, Defense Department employees should be able to appeal any perforance rating to an independent grievance and arbitration process as they currently can do. SUBPART E STAFFING AND EMPLOYMENT 9901.501 to 9901.516 The proposed regulations would replace current provisions on hiring. The proposed regulation is dangerous to our National Security if it allows the hiring of non-citizens. SUBPART F WORKFORCE SHAPING 9901.6012 to 9901.611 The Defense Department should not change the current layoff/RIF rules. These rules have been developed over serveral years of negotiations and have proven to be fair and equitable. SUBPART G ADVERSE ACTIONS 9901.701 to 9901.810 The current standards approved by the courts to guide such actions should be continued. Changes to these guidelines are a step backward in employee relations. SUBPART I LABOR-MANAGEMENT RELATIONS 9901.901 to 9901.929 Any dispute board must continue to be jointly selected by the management and the employees (union representation) so as to provide fair and equitable treatment to the citizens of the United States who are called to be Public Servants.
