I've worked for DOD for over 30 years and although I don't belong to any federal employees union, I have been hearing about NSPS from the union in my place of employment for the past 2 years. Most of what I've heard about NSPS wasn't good, but being the loyal Bush supporter that I am I didn't think it could possibly be true. Unfortunately I was wrong. As I said, I'm not a union member, but I do think that unions serve a purpose, not only in the private sector, but also in the Federal Government. That purpose is to protect the employees who carry out the agency mission from abusive supervisors and to insure the rule of law and regulation is followed in the process. After reading this proposal at length, I've come to the conclusion that the true purpose of this proposal and regulation is to destroy the Federal unions and strip Federal employees of any and all protections they have against management abuses. It's very hard now to find a supervisor who doesn't abuse their power to some degree. After this regulation goes into affect and employees lose all safeguards against abuse what chance will they have?? A grievance system with no independent third party review... how absurd is that. When employees lose their protection who will report violations of the law by managers for fear of retaliation? Who will report fraud by managers for fear of retaliation? Who will report abuse by managers for fear of retaliation? Who will protect the public and the federal employee, THE MANAGERS?? I can only hope that someone in Washington will come to their senses before the federal civil service is done irreparable harm and that I can retire before the full impact of this regulation is felt by the workforce. By the way, I'll be changing my affiliation and voting STRAIGHT DEMOCRAT in the next election. Thanks for listening.
