Concern. There has been much speculation as to what GS grades will end up being banded together. The most prevelant rumor is GS 13 and 14's are grouped together under NPS. There is no data I could find that defines the bands. The installation where I work has a couple of demonstration programs that band 12's and 13's together and 14's and 15's together. (DB and NH) There are also some paybands that you don't list as exempt from the conversion. (NH payband in our case) The concern is that there will be a significant turmoil to the work forces as people are rushing from one pay band system to another to position themselves to their advantage. Example: If I'm in the lab demo as a DB-3 (13) and the NPS bands 13-14 together I will be looking to find a NPS 13-14 position. On the other hand if I'm an NH4 (14) (assumes NH is not exempt from early conversion) I will be looking for a DB4 (14-15) position rather than stay in my current position and see my potential growth limited. For these installations with these situations and lots of qualified applicants there could be a large turn over in the work force which would be detrimental to productivity. Sugestion: Make the NPS bands the same as the DB/NH bands (14-15) or exempt all the banded programs and convert them at the same time. The issue is caused by converting some bands and not others and will result in a real productivity problem.
