Appeals--Subpart H; Para 2: Department Review of Initial MSPB Administrative Judge Decisions Comment: What is the purpose of having a judges decision when DOD can, arbitrarily, reverse that decision? Seems as though, DOD can dispel a decision if DOD doesn't like the decision that has been rendered. Very convenient for DOD on those decisions DOD has a distaste for. Labor-Management Relations--Subpart I Paragraph 4, Impact on Existing Agreements Comment: So all previous ageements are unenforceable as of the implementation date of this regulation? Does this also mean DOD is allowed to amend the Constitution thereby making all previous amendments null and void? I can see why the unions are so up in arms. apparently there has been either some bad faith negotiating between mgt and union or no negotiations at all. How about telling the truth for a change. Better yet, why not just take a class in ethics. Comment: We want to change the workforce, perhaps we don't trust them? but in the headlines for the past few years we have only heard about personnel such as Col Moran (Army) Ms Darleen Druyan (Air Force), I believe both were in management. Where are they now? Who is going to train the management to be fair and unbiased? All managers have their pet employees and biases. How is this going to change anything. It's all about the workforce and how bad they seem to be but nobody has really looked into the management and how terrible and ugly it really is. So the pet employees will receive theirs and biases will continue but ever so more emboldened by this new personnel system because managers are perfecxt and will never make any mistakes when it comes to their favorites. Or can someone explain otherwise. Perhaps one day we can change managers or even better one day the employees can rate their managers or determine how well the manager performed their duties.
