This proposal really concerns me, because it leaves to much room for biasness. It also gives the appearance of something being force on the employees, without any bargaining. If this is not so, then, why was the Union left out of the process from the beginning. If we lived in a perfect world, where people would actually do the right thing there would be no room for rules and regulations. It evident that we can make laws, but we can’t legislate people. We can tell what people are thinking and how they feel toward certain genders, cultures, and the like. There are some very well educated people who work civil service jobs, with credentials that far outweigh their predecessor and they perform excellent in their duties. However, because of the biasness that exists in many organizations, they can never forge ahead. America has experienced many growing pains in the area of cultural biasness and gender gaps and has much more to learn about its citizens. Not just the moral majority, but all of its citizens. This proposal gives to much power to supervisors. What’s to prevent biasness of any kind from raising it ugly head. If a manager does not like you he or she will find a way to keep you from excelling or pretentious way to keep you off the payroll. We have train and educated ourselves to be the best civil servant for our Armed Forces and will continue to do so, against all odds. However, when it comes down to it training and education is not what some managers and employers are looking for. The best schools and the most affluent training facilities in the world will not curve biasness. In my dream world working as government employee and a civil servant (President, Senators, Congressmen, Judges, Governors, Project Managers, laborers, etc.), all understand that it take every American to keep this country safe from our would-be enemies. Never-the-less, we would rather devour ourselves with biasness. We love the haves and the have-nots situation that exist in our country. This is what this proposal will bring, total division. Are we ready to put this much power in the hands of managers. Some of them who barely escaped high school, whereas, their subordinates have credential that far outweigh any that they will ever possess. You tell me if we are ready for this, we elected you guys to do what is right.
