Comments:
Too much opportunity for abuse for the "good old boy system." Need to change how supervisors and managers can rid the system on nonproducers without all of the bureaucracy associated with it. Now is takes a year at least, with a lot of pain on the part of the supervisor who needs to release someone from federal service. Too much paperwork, counseling, retraining, performance improvement plans. If they don't work out, are unproductive, create dissension within the organization, are insubordinate, rude, they need to be fired immediately, not a year later after taking up so much time and effort on the part of the supervisor.
