After reading many of the comments its pretty easy to see the trend of negativity. I think most of these people are concerned they may actually have to work for a living. I have worked for the DOD for roughly 8 years having spent most of my working career in the private sector where you actually have to work for a living. I was amazed at the poor caliber of people the DOD hires, the number of unqualified people in management positions, and the amount of "dead wood" the DOD keeps around. This change is going to be a good thing for those of us who do work hard and attempt to make a difference. My biggest concern is the number of unqualified and poor leadership of personnel within the management system. Many of them have gotten there because they were promoted out of other districts for poor work or poor interpersonal skills. That has been the trend in DOD "if you can't fire them move them to another job with a promotion just to get them out of your hair. This is going to come back and bite NSPS in the ass unless you address the matter up front and take care of problem managers. Other wise this change in the system is going to be good, and its about time. I was getting very disillusioned about working for the DOD and beginning to settle into the routine of "I get paid the same no matter what kind of job I do" One of my big concerns is "equal pay for equal work" I'm currently in Iraq performing at a GS-11 position and was getting my normal GS-8 salary. When I spoke up about this I was moved to a GS-9 salary. Although I appreciated the small increase I'm still doing GS-11 work. I hope things like this will also be addresed. I would also like to see something addressed in the matter of continuing education. I would like to get a masters degree in my field of expertise and would like to take a years sabatical. By DOD rules this is not possible even though it would be in DOD best interest. Is there something in the new NSPS that addresses advanced education. Thank you for the time to comment.
