The problem with the NSPS system is, there are allot of managers that already award people they like with QSI's and On The Spot Awards. They do a bull write-up and it looks good on paper. This type of thing will not change only get worse. Instead of someone getting a $500.00 bonus they now get a $3000.00 raise and get the bonus at the end of the year. Raises and Bonus's MUST be approved by a non-bias party. If this is to work the DOD must create a new entity that specializes in job functions and does interviews once a year. If there are counseling statements they need to be investigated if it turns out that the counseling statement is due to a personality conflict then both parties should be penalized. Bosses now get too much power. You can be overqualified for a position and do your job well but still get penalized if your boss does not like your haircut. If your going to award someone on job performance and your boss does not like you, you could be the most energetic and intelligent person doing purchasing. If at the end of the year he has his books balanced to the penny, or saved ten thousand dollars by doing commercial purchases over GSA. But if your boss does not like you he will not recognize you. That type of thing is just not right. In the Information Technology field you can hire someone who never even turned on a computer put them with 5-6 people that work great teach him the world but never let him do anything but because he is good old friends with the boss he is now the highest paid person in the shop. In order to advance on a merit system like this you need to go to something like the military uses. Testing should be done once a year. Give people time to prepare and test them just like the navy does and in the army. Only you would not test just to advance but everyone would take a test on their field. This is my opinion due to real life experience. My boss is dumb as a box of rocks. Yet he asks you to do things in a short time frame that can't be physically done within that time frame. The bosses should have knowledge of what they are supervising not just that they are a good supervisor. Someone who supervises people in construction should not be a supervisor for an office.
