JUST A FEW SHORT COMMENTS. FIRST OF ALL, IN READING THRU THE GOVERNMENTESE JARGON OF THE PROPOSED SYSTEM I THINK I HAVE FIGURED OUT THAT IN THE FUTURE A SUPERVISOR WILL BE ABLE TO DETERMINE THE PAY AND PAY RAISES (IF ANY) FOR THEIR EMPLOYEES. SOUNDS GREAT IN THEORY BUT NOT IN PRACTICE, THAT IS UNLESS YOU ARE A RETIRED MILITARY OFFICER NOW WORKING AS A CIVILIAN EMPLOYEE (AND THAT SEEMS TO BE THE TREND IN HIRING THESE DAYS IN DOD) AND YOU KNOW YOUR BUDDIES WILL TAKE CARE OF YOU NO MATTER WHAT LEVEL OF PERFORMANCE YOU ATTAIN. NEXT TO CALL THIS THING THE "NATIONAL SECURITY" PERSONNEL SYSTEM IS B.S. NOT EVERYTHING THAT HAPPENS THESE DAYS IS "NATIONAL SECURITY" AND I FOR ONE AM TIRED OF HEARING THOSE TWO WORDS. FINALLY, ONE CAN ONLY HOPE THAT THE SECRETARY OF DEFENSE WILL BE INCLUDED IN THIS SYSTEM ( WHICH HE WON'T). IF THE CURRENT ONE WAS, WE COULD CUT HIS PAY IMMEDIATELY FOR POOR PERFORMANCE. BUT NO MATTER WHAT I OR ANYONE ELSE SAYS, THIS ADMINISTRATION WILL MOVE FORWARD ON THIS PROGRAM AND WE WILL HAVE MORE BUREAUCRACY THAN EVER BEFORE, A CIVILIAN WORKFORCE THAT IS EVEN MORE DISSATISFIED, AND A SMALL GROUP OF "HIGH ACHIEVERS" (READ PERSONNEL WHO KNOW ALL THE BUZZWORDS AND HAVE ALL THE CONTACTS) WHO WILL BENEFIT FROM IT. WILL "NATIONAL SECURITY" BE BETTER OFF, NOT AT ALL. THANK YOU.
