I was forced to participate in one of the test programs in the late 90's, and it does not work. I'm sure upper management differs with me, and maybe it does for them, but not for the workers. We were told that a board made up of members outside of our organization would convene to write our annual evaluation. This was supposed to prevent personal feelings from being introduced, and allow only the job performance to dictate the evaluation. It sounded good in theory, but in reality my boss contacted members of the board, and an excellent GS-12 was given a bad rating. I'm sure the conversation went something like this, "You scratch my back, and I'll scratch yours." In all fairness, the appeal processed worked but with a great burden placed on my co-worker. The end result was that he retired instead of going through this process again. As for his boss who got to the board members, he got a pay raise. This is just one small example of how the system really works, and how the little man gets it again. Maybe someone will at least kiss me this time. I wonder how many people will not complete this survey because you want their personal information. Or, how many give false information. I'm sure this information will get out, and ol Hardaway will be on someone's "S" list again. By the way, on 30 April 2005 I am quitting the Federal Service after 20 years in the Army, and 14 years as a civilian employee.
