Hello and greetings. IS this going to apply to ALL GS employees or are all of us that are ruled under USAREUR still doing things "the other way"? Why are the regulations and employee relations different?? Why are we still under Cold War regulations here, especially since 99 per cent of our work world wide is done electronically?? In the US, advancements and promotions are not "dead-end" as they are here??. Example: In the announcements, (GS 09 ), the job description fits that position only. There is no chance to advance in the present position. Again, archaic classification rules that we are still under. So a deadbeat employee still receives the pay and promotions that an agressive, motivated employee that seeks more responsibility gets under the USAREUR command. Why can't the OPD govern ALL employees world wide?? Just curious as to why we need different regulations than those in the US. Also why is the "buy-out" program not available to overseas hires???
