During the course of my 25+ years as a US Army Officer I went through 3 changes in the US Officer rating system. Each one proclaimed as being better than its predecessor. The only thing that happened was that the forms were changed and the ills of one system transferred to the next. Over time you will discover the same will be true of changing the current personnel management to NSPS. Someday folks will realize there is no such thing as a new personnel management system. The only thing that is new are the people that think they have a new idea. NSPS will be more of the same with a new name and tens of thousands of dollars wasted in the process. Do really want to do something new and innovative? Then spend your time and efforts making the current system work the way it was designed. You will find that on paper the current system is perfectly adequate. It is the implimentation that suffers and the same will be true of NSPS.
