Sirs, I will not include spicific areas, because my comments have to do with the entire system. 1) Pay for Performace: will lead to compition and not unity to get the job done. Also, will cause the personal feelings of one person against or for some one, to have a bearing on the monies given. 2) You also have to concder the saying "the rats always leave the sinking ship". If you impose this system, on of 2 things will happen. Either you will loose all the good workers, to other areas, that do not have these rules, or you will force the people that you are trying to really get rid of, to move to other areas of federal govt. and take their shotty work with them. 3) If you truly want to be fare about this system, Impliment it across the Federal Govt. system, not just DOD, It seems to me that eveyone that has a say in this will not be affected by the new system. If this is truly as great as everyone thinks it is, then they will not have aproblem applying it to their own sections. ( bet you see this system dry up and blow away if it has to be accepted across the fed govt.) 4) Deployment of civilians, Thought I for one, ( and I am sure there are others out there) would not mind again standing side by side with my former brothers &sisters in Arms ( as I was also once on AD), I do not see how it is fair to MAKE some one go where they do not want to be. This will just cause you current good people to leave and seek employment elsewhere. Making it vol. is a good thing or send your low performers there, but like all thinks the DoD wants to send its "best" thus leaving the worst to runn the bigger stuff. In closeing, I just want to say that this will be the biggest mistake that the US govt. can make, if they do not fix what is fundamentally wrong with the program, and impliment it across ALL govt agencies, not just DoD.
