I've seen how the Aviation and Missile Command implemented the paybanding, with level IV combining the GS14 and GS15 grades. The Army protocol equates a GS15 with an O6 COL. This particularly comes into play when deployed. I do not understand how paybanding will make the distinction between a GS15 type level IV and a GS14 level IV. If you say all level IVs will be equated to an O6 you will flood the gates and dilute the purpose that this protocol serves, to properly attend to the senior leaders/managers.
