Chapter XCIX part 9901 The Federal Employee Unions have been cut out of these dicussions completely. This so called collaboration of employees and unions is a joke. These regulations will completely wipe out all gains that Federal Employees have gained over the years and push back the labor movement back 75 years. To put so much power into a few management positions is to invite abuse. To have one person determine your pay and disciplinary measures bring everything back to the old boy network. If you are a friend of the boss, you will get your pay raises, put on the overtime schedule, choice of assignments, first dibs on choice vacation times. As they say, absolute power corrupts absolutely. To appeal any adverse actions against you to a Merit Systems Protection Board made up of DOD managers without a neutral third party will further invite abuse. The old fox watching the henhouse. They would not dare go against the ruling for fear of jeopardizing their own pay and careers. There are too many sections in these proposed regulations that say they will be determined later, or details will be worked out later. It makes one wonder what they are afraid of? They are basically asking us to sign off on a incomplete document. Fill in these blanks. As a presently deployed Federal Employee, I find these proposals a disgrace. This is my fourth deployment in four years. That is 2 years out of the last four that I've spent deployed in foreign lands. I have spent 4 years active duty Navy and 16 years reserve in the Army National Guard, and Air Force Reserve. I find I am not the exception. But the rule. There are many DOD employees who have volunteered, and who have died on their deployments. Federal Employees have always support our troops and joined them on the battlefields. I suggest that OPM actually sit with employees and their Unions to try to change that parts that are not working and improve the ones that are.
