I feel the need to address the entire document. Although I have received just about all Exceptional performance appraisels in my 21years federal service plus my 6 years of active military duty. The only thing I see in NSPS is a way for the government to turn us into a civillian army that they feel they can control. I did my time in the military and I do not wish to be treated as though I was still in. I am sure that if this gets implemented that the government will not have to worry about it because if a person wanted to give them that much control over thier life they would just join the military to start with. I think if NSPS is fully implemented it would deminish the civillian work force to nothing.
