I am a mid-level (GS-13) supervisor and have concerns about the ability of employees to receive cost of living and performance pay increases. My supervisor has repeatedly demonstrated favoritism when distributing performance awards. Now, not only is he able to influence that in the pay-band salary increase, he can quash the cost of living increase based on his bias of awarding his buddies!! Our ability to receive the "automatic" step increase (which required adequate performance) is now potentially in the hands of supervisors who routinely exhibit preferential treatment toward sycophants at the cost of those who aren't.
