Part 9901. There will be no incentive to work for the Government. This plan once implemented will only lower the morale of the employees more than it already is. Supervisors do not rate employees according to their performance now and never will. We have all seen the slackers getting exceptionals and awards over employees that truly work harder and do more work. Under this new plan most employees will not do more than required once they see they do not get paid for their performance. And why work harder than someone who slacks off and gets more than a hard working, dedicated employee? This is just another buddy system and will hurt the hard working employees the government currently has. No incentive to do more than required.
