Comments:
The Department of Defense's National Security Personnel System as proposed in the 14 February Federal Register is poorly presented and incomplete. It lacks details to determine how the plan might actually function. To initiate a personnel system from this proposal is as irresponsible as responding OK to a teenager who says I'm going out, without asking him where he is going, with whom will he be, and when he's coming home. DO NOT IMPLEMENT THIS PROPOSAL.
