The Department of Defense's National Security Personnel System, as proposed in the 14 February Federal Register is presented and titled to infer the security of the nation will be improved by changing to this personnel system. It is not clear how this will occur. A specific inconsistency appears in section 9901.514. A prevision is made to hire non-citizens and undefined immigration and security requirements will act as a control. This does not seem compatible with the premise of changing the DoD personnel system based on providing more security. DO NOT IMPLEMENT THIS PROPOSAL.
