My concern after being an employee under a Lab Demo at Fort Detrick is that the current pay/appraisal system penalizes groups of employees who excel. Specifically, under the program at Fort Detrick, my pay raise is based on a pay pool of my fellow 1102s (typically the pay pool is between 2-3% of our salary). My annual payout is determined by my appraisal score for which I receive a percent of the pay pool. The greater the number of high ranked employees in my pay pool, the smaller my payout. What this tells me is that the system is set up to not grade an employee against the standards set forth in our annual performance objectives and to which both my employer and I have agreed, but the employer has without my knowledge or agreement (read unethically and possibly illegally), set up a second set of criteria, which I have no knowledge of and can not possibly attain unless the employer wants me to. Sounds very much like a good ol' boy system with employees being rewarded for doing the bidding of the supervisor-not the job which is required.
